Berkeley computer science professor Stuart Russell, a leading authority on AI safety and co-director of the International Association for Safe and Ethical AI, has warned that without “cast-iron guarantees” to prevent mass harm, artificial intelligence systems could lead to catastrophic outcomes especially when integrated into weapons.

Speaking to AFP ahead of a global AI summit in Paris scheduled for February 10-11, Russell emphasized the urgency of establishing rigorous, verifiable safeguards for AI. He cautioned that recent shifts in policy where companies like Google are now willing to override employee and public dissent highlight an increased emphasis on leveraging AI for military applications under the new administration.

Russell noted that the integration of AI into autonomous weapons poses serious risks. He said,

“Imagine a system programmed to ‘kill anyone who fits the following description’ based on age, gender, ethnic group, or religious affiliation.”

He warned that, without solid safety measures underpinned by statistical evidence or mathematical proof, such systems could be disastrously misused.

The professor also pointed to the ongoing conflict in Ukraine as an accelerator for the evolution of autonomous weapons. He warned that if current trends continue, future conflicts might largely be fought by unregulated AI-driven systems, with potentially devastating impacts on civilian populations.

Despite these alarming prospects, Russell remains hopeful. He mentioned that over 100 countries have already voiced opposition to autonomous weapons, suggesting a strong possibility of a United Nations resolution to ban them. However, he stressed that until governments enforce rigorous, transparent safety protocols, the risks remain unacceptably high.

As global debates over the ethical and safe use of AI intensify, Russell’s call for “cast-iron guarantees” serves as a critical reminder of the fine line between technological innovation and ensuring human safety.
