Industry Body Advocates Technology-Neutral Framework to Boost Internet Growth

The Wireless Internet Service Providers Association of Pakistan (WISPAP) has submitted key recommendations to the Pakistan Telecommunication Authority (PTA), urging the regulator to modernize the Local Loop (LL) Licensing Regime to accelerate broadband growth and innovation across the country.

In response to PTA’s Consultation Paper on Local Loop Licensing, WISPAP emphasized the need for a technology-neutral framework that encourages fair competition, investment in telecom infrastructure, and rural connectivity.

Key Recommendations by WISPAP

WISPAP’s proposals include:

  • No Mandatory Voice Services: Allow LL licensees to operate as broadband-only service providers without the obligation to offer voice telephony services.
  • Technology-Neutral Licensing: Permit modern technologies such as VoIP, Software-Defined Networking (SDN), Network Function Virtualization (NFV), and cloud-based networks to lower operational costs and enhance service delivery.
  • ISP-Only Local Loop License: Introduce a dedicated broadband-only license to promote high-speed internet access in underserved rural areas.
  • Fair Numbering Resource Allocation: Assign numbering resources only to LL licensees offering voice services, preventing unnecessary regulatory burdens on broadband providers.
  • Protection Against Anti-Competitive Practices: Ensure dominant telecom players do not engage in unfair practices that disadvantage smaller ISPs and independent LL operators.

WISPAP’s Vision for Digital Pakistan

Chairman of WISPAP stated,

“The future of Pakistan’s digital economy depends on a regulatory framework that encourages broadband growth, innovation, and fair competition. It’s time for Pakistan to align with global best practices and unlock the full potential of digital connectivity.”

The association emphasized that modernizing the licensing regime will attract local and foreign investments, improve service delivery, and accelerate the rollout of high-speed internet in rural regions.

WISPAP has submitted its detailed recommendations to PTA and urged the government, industry experts, and public stakeholders to support the proposed reforms for faster, more accessible, and affordable broadband services across Pakistan.
